During project’s history, students at the universities listed below worked on the project under the supervision of faculty leaders at each site

Frank R. Baumgartner
is a senior advisor to the project. He was the faculty leader at The Pennsylvania State University from 2005-09 and co-founder (with Bryan D. Jones) of the national Policy Agendas project on which the Pennsylvania project is modeled. He is currently the Richard J. Richardson Distinguished Professor of Political Science at The University of North Carolina at Chapel Hill

The Historical Collections and Labor Archives of the Pennsylvania State University Library in State College, PA provided the project with acccess to Governor Robert P. Casey’s news digests.


penn-state-harrisburgBeverly Cigler was the faculty leader for the project and is professor of Public Policy and Administration, School of Public Affairs, The Pennsylvania State University—Harrisburg.

pittsburgh logoDavid Y. Miller was the faculty leader for the project and is an associate professor in the Graduate School of Public and International Affairs at the University of Pittsburgh.

Thornburgh Archives at the University of Pittsburgh provided the project with access to the news digests within the Dick Thornburgh Papers.


carnegie-mellonRichard A. Stafford was the faculty leader for the project and is a Distinguished Service Professor of Public Policy at the H. John Heinz III College, School of Public Policy and Management, of Carnegie Mellon University.


University of pennDavid B. Thornburgh was the faculty leader for the project while he was executive director of the University of Pennsylvania’s Fels Institute of Government.  Previously, Donald F. Kettl was the faculty leader for the Project at Fels.
