Non-governmental organizations (NGOs) are important pressure groups: they are collections of people who make policy-related appeals to governmental entities. Regardless of whether a particular NGO is known more for service delivery or advocacy of particular policy positions, its actions and aspirations tend to stem from a seed of dissatisfaction that produces
policy-related appeals and pressures governmental entities. Domestic politics often views pressure groups warily. For instance, founders of the United States warned against the “mischiefs of faction” and strived to create a political system that would moderate the influence of pressure groups. But international politics is very different. There, intergovernmental organizations
(IGOs) regularly solicit participation from pressure groups, often in the hopes of connecting with the grassroots and boosting IGO legitimacy. This paper develops a theory of which kinds of NGOs tend to gain the greatest access
and influence within IGOs.
